If using a 30 VP's scale when you're bye you get 18 VP's. That's standard. If you're using a 20 VP's scale, what do you get in a bye?
Is there an internet source where I could read this?
Thanks in advance.

Just a guess but I would guess 12, which is 60% of 20, as 18 is 60% of 30.

Provided the bye is going to come to everybody, it doesn't much matter, really. Something Average+ doesn't drop the contenders midstream as much as Average or zero; giving a blitz would also skew the poor teams unrealistically good scores midstream. But if it evens out in the end, it won't actually matter what the bye result is.
I feel sorry for BYE every once in a while - I've never seen them win a match.

I agree about the scores against Bye in a Round Robin where eventually everyone is going to get a bye. We enter those scores only so the order of the teams will be approximately right before everyone has had their bye.

One year in the USBC, I was entering scores in the online bracket sheet and for some reason we had listed the Bye match - I thought I was being amusing as I entered Bye winning each segment (planning of course to have the team against which Bye was playing "pull it out" in the final segment) until one of the players on the team that had the bye complained - he didn't find it funny that he was losing to Bye

I feel sorry for BYE too. Not only losing every match, but rarely shown in the overalls even when they finish above some teams.
