3NT.

either 3NT or 4♥ could be right. Basically looks like a blind guess to me. Maybe Justin and Helene could enumerate why their choice is better than the other.

I'll go with 4♥. I'd require an extra stopper for 3NT, or the chance for a hold up play.

4♥. For me, there's not enough in ♠ to unilaterally decide on 3NT.

4♥
4♦ rates to be the safest contract, but I have enough to insist on game opposite a partner who reopens over 3♠, and committing to 5♦ is too much. Besides, often there will be little difference in the play of 4 of either red suit, so we may as well be in the higher scoring contract. Of course, when we are wrong, they are more prone to double 4♥than 4♦...tho I will stay stuck if that happens.
Partner will not always hold 4♥ but he will hold 4♥ more often than he will provide a second stopper in spades, where he rates to hold about 1.4 cards (not all opps will raise 3♠ simply because they hold 3 card support...they need a reason not to expect to go for 500-800).
So 4♥ it has to be, with no assurance that it will be the best spot opposite partner's hand.
