If partner doubles with 1-3 in the reds he deserves to be flogged.

Ok. I could properbly invent a hand with 1-3 in the reds where partner doubles, but that would be quite Barry Crane'ish.
Still, it would be easy to imagine a hand with 2-3 where he doubles. And even with 2-4 or 3-4, hearts will often be superior.

If he's 2-3 he will go back to hearts....that is why you bid 4N first and not just 5D?
