Game correction?

Maybe I asked for this one by not being clever enough to bid 3 over 3, allowing CHO to bid 3N.

My first bid was a problem. 1 and 2 are both limited to 13 total points, so I didn't want to bid those. (In fact, 6 of the 9 Souths did choose those and got passed out.) 2 would have shown 3+H, so I didn't want to do that. 3 is a weaker H raise, so that's out. 2N is undefined; I would expect it to be natural (10-13ish with a D stopper). I was afraid partner might think my clubs were longer or stronger than they actually were, but 3 seemed to be my only choice.

What would I bid with AQxx, Qx, xxx, AQxx?

In an old thread where we talked about having a rule whereby GIB wouldn't pull partner's game bid unless GIB's hand was significantly different than partner was expecting. Any chance of implementing such a rule?
