does a player need to stop before calling 4clubs asking for aces with gerber

It depends what the call before 4 was. If it was a jump bid, most jurisdictions require a player to hesitate. If it was a bid in a competitive auction, some jurisdictions require a hesitation.

Note that the required hesitation is by the Gerber bidder's LHO, not by the Gerber bidder himself. Also, as Stefanie says, the actual requirement depends on the jurisdiction, as it's a matter of regulation.
