The follow-ups depends on the methods we play. If I'm playing SAYC then I bid 3♣ - opener has 12-17 HCP and I want to be in game opposite the high end of his range. If I'm lucky he has stoppers in the red suits and we can play 3NT. If I'm unlucky we will probably end up playing 4♣.
After a forcing 1NT (2/1) I probably still bid 3♣, but it depends on the methods.

Wrong evaluation, partner has Jxxxx, AKx, x, Kxxx, you play 3♣+3.
I would respond 2♣ if it's not GF, 3♣ if this is what it shows. 2/1 I must respond 1N.
After 1♠-1N-2♣ I'm, not familiar enough with 2/1 to know what to do next, but 3♣ seems very pusillanimous.

Playing SAYC - 4C
Playing 2/1 - 3C
Playing 2/1 I dont mind 4C, but I prefer 3C.
Playing SAYC, I am tighter limited as if playing 2/1.
Playing SAYC, I know p is 54, hence I am not really
interested in playing 3 NT, playing 2/1 he may or may
not have clubs, depends on your 2/1 flavour, hance reaching
3NT is still an worthwhile target.

I like everything you wrote. Your logic is flawless. The shape is a bit extreme, and extreme shapes means that unnusual results might happen, you might go down 5 in 3NT, or you can make slam in clubs. But on average your aproach is sound.
