What would you do playing standard methods?
If you know that partner can't be 10-13 with hearts, does it change your action? (One possibly relevant consequence of this agreement: if you double and he bids 3♥, that is expected to be a 3-card suit.)

Introducing your best suit with a good hand in a cramped auction can not be far wrong.
It is psychologically interesting why people always find excuses to do something else,
Unless partner can introduce hearts I am not very interested in hearts, though I will bid 4♥ over 4♦.
If partner can support clubs the sky maybe the limit.

on a 5-6 when the suit quality is on the 6 carder and I can't bid the 5 card suit at the 1 level I prefer to treat the hand as 4-6. So I would double.

Double. I'm passing 3NT, raising 3♥ and 3♠ to four, and looking for slam over 4♣ or 4♥.
It's not that risky - if partner passes it could be the right spot and is unlikely to make. And +100 or +300 can be a winning board even when we have game on, since it may not be easy to reach the right game should we choose another action. For instance, 4♣ makes it difficult to get to 4♥ and impossible to get to 3NT.
And yes, the fact that 3♥ from partner over a double suggests a minimum with three hearts does influence my answer.
