What is the meaning of this bid?

1(N) - 1(E) - 1(S) - 2 - Double

Can it be Support Double showing 3-card support for partner's ?

If Yes, how strong 1 opener should be to make this Double? Is minimum (12HCP) enough?

Yes it should be support double. I prefer pass to show 0-2 hearts, i.e. all minimum hands make this x. Other people prefer not to double with boring 12-counts. Yet other people play x as just 'takeout', i.e. extra values often with 3 hearts, often with 4 spades, often with 5 clubs... Not always 4315 but usually close to that shape.

If you have agreed to play support doubles, then that is what it is. I believe it can be done with any opening hand that includes three hearts.

Yes. Not a great spot, but consider that it will be an uncommon case where ops are able to double it, and also beat it enough to be a good result.
