There are same hcp in the two hand,now problem comes: which is best? Why?

Also in 5M systems, I open 1♠ showing 5 on the first, 1♣ showing 2 or 3 on the second so bidding to the right spot is easier with the first in the face of preemption.

Obviously with no other information, the hand with the majors is better.
