While I am ok with GIB not opening this pile of garbage, I think it should take some action over 1♠, since we have at least 23HCP.
Even though X would show 4+ in each minor, 1NT and 2NT show full stoppers in spades, and 2♠ shows 3♥+, GIB should be able to stretch one of those calls in this situation.
