Over 3, 3 by me would have shown 3+D; 5+S; 18-22 total points. Therefore, shouldn't my 4 bid be described as 12-17 total points, rather than 12-22?

They show different types of hands, no? 3H is strong, not promising a diamond fit (no idea why it does in GIB's explanation), initially asking for a stop in hearts, while 4D is a shapely and/or strong hand looking for a diamond slam.

Anything wrong with 3S btw?

Three diamonds should create a GF. 3 hearts therefore should not be strong, rather "I don't know what to do". So typically 5 spades, no heart stopper, may or not have diamond fit.
