Robot decides not to cue-bid either minor-suited ace after my spade cue-bid and instead signs off in game. Of course I make 13 tricks easily.
I tried simulating the same auction up to 3 and GIB either cue-bids, keycards, or jumps to 6 with enough high card points. However, no matter how good of a hand he has, he will sign off with 14-17 total points.

You nailed it in your title! GIB is very much a Walter the Walrus. GIB has zero imagination and less judgement. GIB counts points - or sometimes generates trial hands, but does not do anything imaginative.
If you make a splinter - GIB will count points.
If you make a game try (any kind) - GIB will count points.

Playing with GIB is like playing with Walter the Walrus. Don't use subtlety, blast and pray.
You must know the rules well - so that you may break them wisely!

No need to blast when RKC is available over 3.

Every time I do that, GIB shows two aces without the queen and I either bid 6 off two top clubs or pass 5 when slam is cold

Should still be OK provided that the AK are on lead.
