I have enjoyed trying to "beat the clock" & earn the most points in 25 minutes to win an 80% pool. However I noticed after failing miserably one day, and that the winner had scored >7000 points, that we were not playing duplicate hands! This is unfair and random, removing the essence of duplicate bridge, that the best player of the same hands will win. Can/will this be changed?

What you have identified is a feature, not a bug.
If everyone plays the same hands, it would be easy for a person to log in under two different IDs and use this to get an advantage.
The system that BBO implemented does increase the variance a bit, but it is more more resistant to cheating.

If you want a similar game where everyone plays the same hands, play in Robot Race. They only pay out masterpoints instead of BB$, but they cost only $0.25.
