my regular partner doesn't show up in my people list even though we are both "friends" of the other. I have looked in the settings but cant seem to find anything that will correct this problem. Actually he can see me but I cant see him. Makes is difficult for me to greet him or initiate a conversation

Your friend may have checked the 'invisible box' knowingly or unknowingly when they logged in. If they have then you won't be able to see them - it's like having an invisible friend.
Or they could be on the Casual server and you are on the Tournament server.
