How should E/W bid differently?

W just bids 4H over 3S? He has shown his 4th Club. He hasn't yet shown his 6th Heart.

I suppose that East might bid 3H instead of 3S, and his failure might have prompted W to give up on the suit. Maybe a bit of shared blame. But I still think 4H by W is a bit obv. West might not have promised 4 Clubs with the 3C bid (say 3-5-2-3 with no S guard), but would normally prefer to rebid 3H on last round with 6 of them, so when showing 6 at the 4 level he would be confirming that earlier 3C was based on 4.
