According to Gib CC,I don't think it is right to open strong 2 with 26hcp in the balanced hand,it should open 3NT directly with 26hcp.ok?

I don't think Gib treats 5422 hands as balanced. I think it should, and this is a greater failing than whether to open 2C or (ugh) 3N
Psych (pron. saik): A gross and deliberate misstatement of honour strength and/or suit length. Expressly permitted under Law 73E but forbidden contrary to that law by Acol club tourneys.

Psyche (pron. sahy-kee): The human soul, spirit or mind (derived, personification thereof, beloved of Eros, Greek myth).
Masterminding (pron. mPosted ImagesPosted ImagetPosted Imager-mPosted ImagendPosted Imageing) tr. v. - Any bid made by bridge player with which partner disagrees.

Anther question, why doesn't Gib make cuebid in support of ? It has mobster hand for . Gib seems to cuebid and sign-off when it should cuebid or KC.
Sarcasm is a state of mind

Exactly what bid are you suggesting by which GIB?

3NT opening could have only 5m332 or 4m/M(432/333) shape. GIB won't open having 5422 of any kind, including 5M or 2M2M 45 in minors.

Also about cuebidding, new suit by opener would be natural. 3/4 would be just 5+4(or other suit) and not confirmation for fit in hearts.

In theory is still possible opener having 5m4M and responder has 4M4M.

(a)So, do we think that both East and West bid properly to end up in this 4 contract?
(b)Out of curiosity, in response to a 3N opening, what does 4 mean?

I think it's gross for 3 to only show 4+ H. IMO 3 should be 5+H any strength (I think it's too awkward to have to bid 3 with 4- total pts), and 3 should just deny 5 cd major and leave room for opener to bid 4 cd major if have one.

Also in general I think GIB needs to be more flexible about opening in NT and rebidding in NT, it should be allowed on 5m(422) patterns, and 6m(322) patterns. 3 should have 6+ clubs or singleton somewhere IMO, especially since it bids horribly after 3 rebids, continuations are much better defined after NT rebids.

After 3NT opening GIB plays:

4 - Gerber
4/4 - Major transfer.
4 not defined
4NT - Quantitative 6-7HCP.
5/5 - 6+ cards naturally, 4-6TP.
