It looks like 4th suit.
I don't understand Gib CC here.

Nothing unusual here. When you make a soloway jump shift, you have one of 3 hand types:
1. A solid suit of your own
2. A fit jump with 4 card support
3. A huge balanced hand with a 5 card suit (optional)
If you had the first type, you would rebid the suit. If you had the third type, you would be rebidding 3NT. Therefore the only hand type it could be is the second, and a new suit is played as a splinter.

GIB doesn't need voidwood for this hand the last bid should have been 6♥- (enough information already) which partner raises to 7 ♥ given that he hasn't cued his A♣ yet.

It's ironic, given all the times GIB makes wildly to ridiculously aggressive slam moves, that it does not move to slam on this hand where any novice would bid one. And with partner having cue bid the SA!!!
