Playing 2/1. What follow up structure would you recommend after 1♠>>1NT>>2NT.

GIB's treatment is not bad (based on transfers starting from 3C, so clubs will have to be shown via 3S or not at all).
... and I can prove it with my usual, flawless logic.

I use transfers. 3♠ is the tricky one to remember, since it shows clubs.
All over 3-level transfers are mandatory, in that opener has to accept. 3♠ is different, in that it makes little sense to rule out 3N. I play that opener only 'accepts' the transfer to clubs with a hand that has good playability in clubs, and otherwise bids 3N.

What is 2NT in this sequence? 18-19 Balanced?

Yes although 6322's with suitable strength and honour structure can also apply. Also good 17's (or 16's if you don't like 15-17 with a 5cM but that causes obvious problems).

With 16 you just bid a minor suit imo. After partner's false preference you can then bid 2NT to show a weaker 2NT. Yes I know it is silly to have two strengths for an invitional 2NT bid (if the stronger is not forcing the weaker will be too high opposite a minimum), but the direct 2NT rebid is almost forcing.

I think that makes a lot of sense and I wouldn't ever bid 2N with a 16 count but I've seen it advocated here and there.

For A/E treatments you might do better to stop the auction one bid earlier and take opinions...
