8 hcp and no shortness should not be mkaing a forcing bid at the 2 level as a NPH.

It has shortness- 2 doubletons. I'd agree not very good shortness.

one doubleton is in partner's suit ♥ other doubleton isn't in preempter's suit and partner probably has values in it ♣.
