Dare to Declare is a tourney created by a Mentor -- not a BBO created tourney. It did not replace any existing BBO tourneys. Mostly the event is for players to practice hands with Squeezes, EndPlays, and Throw-Ins -- so the bidding is not relevant to the learning.
A complete review follows the tourney -- although the mentor is on break now until September. I think it's an excellent learning experience.

There is a BBO tourney called Just Declare, where players only declare the hands, there is no bidding. This is what the discussion here is about, not a private teaching tourney.
