Doesn't this question need to have data about the players at the table to sort it out?

With all those controls the North hand could try 2♥ and then over 2NT guess. An enlightened South might bid 3♦ or even self-splinter for clubs. But playing for money it is hard to get to 7. So take the vul small slam bonus and run?
