Rule of 18 for opening bids

One cannot open a 12 HCP 4333 in first or second seat ?

You can open an artificial 1 as a rebid can then define its strength as per the last part of the requirement. Also the definition for a strong Club is found later in the document.

It does look as if you can't open 1NT on a 12 point 4333 in 1st or 2nd position though!

I don't like the rule forbidding more than one 'similar' psych in a tournament. Personally I think the SABC is overextending its authoriity.
No matter how well you know the laws, there is always something that you'll forget. That is why we have a book.
Get the facts. No matter what people say, get the facts from both sides BEFORE you make a ruling or leave the table.
Remember - just because a TD is called for one possible infraction, it does not mean that there are no others.
In a judgement case - always refer to other TDs and discuss the situation until they agree your decision is correct.
The hardest rulings are inevitably as a result of failure of being called at the correct time. ALWAYS penalize both sides if this happens.

About as ludicrous as the EBU rules on opening an artificial 2C.

For example, in South Africa, if barmar is correct, you can open a weak NT, or one of a minor, on QJ QJ KQxx xxxxx, which is 8.75 on the K-R evaluator. However you cannot open ATx ATx AT9x T9x which is 13.75 on the K-R., a full five points better!
