Info: when to create a tournament

Was this by any chance an April Fool?
If not, we all understand the reasons but could you please be more precise?
EST (as written) or EDT?
Tournament should not be created during specified period (as written), or should not be created to run during specified period?
Is it ok if it runs earlier but might finish slightly after 10AM?

Alexandra is in France, she was confused about whether we're currently in standard time or DST in the US. I thought we told her to just say "Eastern Time" without being so specific (that's long been my recommendation to most peoplle, as they can never remember which is which), but I guess she never got around to correcting it.
