BBO should track bid times a record of how long each bid took would aid directors

The data could be used to confirm/deny a claim of inordinate delay.
(that could lead to unauthorized info or even evidence of collusion)
It could also help determine which pair is responsible for late boards.

The data need not be maintained. It could even be discarded at the start of a new round.

The delay in making a bid may be due to the opps. not responding to a request for clarification. You need some way of attributing delay which takes that into account.

The log shows when an explanation was requested and supplied.
