Making up their minds seems the least of their problems on this hand. Once they start promising 14 cards in 3 suits and a no-trump stopper in the 4th, I think we can all agree that they should be under some obligation to self destruct.

It shouldn't be too hard to sum up the minimum length requirements in a proposed bid explanation prior to displaying it and if it's greater than 13, print a suicide note and exit gracefully.
