can a software engineer (tech team) modify the 'chat' page by displaying the board # being discussed and if not can they display time it the was typed?

The feature your are asking is available.

You can also enable detailed logging of events of your choice

Logging can be useful as evidence in case of problems.

You can get it in a few simple steps :

1. Install the BBOalert extension : Chrome or Firefox and start BBO session
2. Copy the next two lines into the clipboard

3. Paste the clipboard content with Data/Paste(New) command as shown : Paste data
4. Use Plugin Settings... menu as shown on screenshots to enable the required option
