What is this double if not penalty?

The definition of Double of 2 is not T/O, so I assumed it must be penalty, but looking at the 3 bid that just shows 4+

Looking at the definitions it seems that North will pass with biddable

GIB does not play penalty doubles, even if it claims to. Just treat all robot doubles below 7NT as takeout.

This entire sequence is broken for GIB from the first double onwards, which you can probably guess when you see that the double amazingly narrows North down to exactly 9 HCP, nothing more, nothing less. And the rest of the description is completely wrong, North will double when holding a 1255 9 count with nothing in the majors at all.

Not much point analysing past there, but if one of your bids is described in exactly the same way as your past bid, it generally means GIB has no clue what anything means anymore.
