strong or less 2/1 ACBL

Is 2NT a strong bid [17-19pts] or could it be less ?

It certainly can't show a balanced 12-14, since with that hand you would pass (2NT would be a disaster if partner is weak, and if partner isn't weak, you'll get another chance to show a stopper). And if you had a balanced 15-17, you would have opened 1NT.

So, if you play it as natural (which I don't, incidentally), it can't be weaker.
