I was considering my options here, and among other bids 2N was a possibility until I hoovered over the bid and saw the explanation, do you have an idea?

In most places in the database, the number of HCP that a natural 2NT invitation shows is defined to be exactly {24 minus the minimum number of HCP partner has shown to date}. (Since it wants partner to pass with a minimum, and accept with more than a minimum).

This is no exception - just that the minimum partner has shown so far is 0.

Although the maximum is probably less than he actually has, even for me and almost certainly for an old stooge like Gib.

Of course, there are times you should assume partner has a certain minimum even if they have done nothing but pass, like when balancing, and 2NT is silly here, but that's way too much for a bidding database and the fallback rule has some logic to it. (And to be honest, I'm not even sure 2N is defined for me.)

I would be a lot more comfortable with the double you suggest rather than 1♥ of OP.
But yes, I misread the situation and 0 is possible.
