I voted 3 (boring I KNOW :lol: ) but we are vul against non vul -- so I am NOT going to sac against possible 4 by opps anyway -- and P has at MOST 7 points

3H. They probably can't make 4S, but they very likely can make 2.

3C is appealing, but a little much. I might bid it at teams.

Hum.. wierd. Why didn't RHO bid? He seems to have a few spades. Probably LHO has a 5-card spade and a good hand. In that case 3 seems fine. Then if it goes

now I can bid 5 with confidence.

Red verses white is not the time to get out of line. Minus 140 is better than minus 200/500 and it seems RHO's pass indicates 4 hearts. If I bid 3H, LHO may well double again and this is not the hand to be playing 3H whacked with spade forces.
