GIB rebids on nothing, yet again

I understand after reflection that GIB is old-fashioned enough to attribute 4 card diamonds to this double, but even so why make a free bid at 3 level vulnerable on so little if partner already declined to bid to 3?

GIB's default rule is just to compete to the 3 level with a 9 card fit. The old version of GIB simulates and sees that pass works much better though..
