Neither, using Italian style indifferentiated control-bids.
He bids 4 which shows control of spades and says nothing about control of diamonds.

Well, it seems logical enough, and just the same as last train. Skipping 3 to bid 4 is screaming at partner about a spade control, so partner needs a way to show it, ideally below game. If they do show it and you still sign off, it must mean you were looking for something else as well.
