I open 1s. Vul v NV I want to be within 1 trick to preempt and I have too much defense for 3S.

I'm getting burned by not opening 4 <_<

When I look at the hand here it's a clear 4S opening but at the table I've got some weird thinking going on.
Partner is more conservative, it's too weak to open 4S V vs. NV. It's not the first time this has happened.
