This meets my requirements for a splinter to 4♦. Anyone that makes a limit raise or keeps this below 4♥ is underbidding this hand.

1♠ is OK too.

I would splinter. It is a bad bid, but I don't see any other way to be more accurate and at least it gives some useful information. I would indeed prefer two ways of splinter, which I do play in most of my partnerships.

1NT followed by 4♥, this shows a shapy good raise to 4♥.

I think it is better than 1♠ then 4♥ because 1♠ and then 4♥ can be a random 12 count with 3 hearts, and even though it puts the spade suit into picture it seems less accurate than 1NT-

If I wanted to explore for a slam on this hand then I would bid 2NT. eg If partner shows a singleton ♣ things look more promising, if he shows a singleton ♠ they look lousy, if he shows a snigleton ♦ I'll look surprised.
