The only other possibilities are:
- Pass, which seems very conservative
- 4NT, showing clubs but with a two-card disparity. That's less flexible, in that it doesn't allow for playing 4♠ or 4♥x. I might bid 4NT with a more minor-suit oriented hand like xxx - AKJxxx KQJx

Passed partner helps here because you know that partner is unlikely to hold long or good enough spades to let opponents to stab your hand.
So 4NT to show 2 places to play and emphasis on longer ♦

18 or so I guess.
The reason why the offshape double is more likelly (to me) is because with perfect shape (3163) I prefer to double the round before.
