At vulnerable I'd bid 3♠. I don't think the round jacks are contributing much, and AKJTxxx and out is a normal red 3-level preempt for me.

I think 4 spades will probably be apssed out and we will be down 1, and there is no assurance the opponents can make a game contract.

If partner expects something like AKTxxxx of spades for a 3♠ opening, then this hand is only a bit better than the expectation. Sure, you have a void in diamonds (which might or might not be helpful depending on partner's diamond holding) and you have some stray jacks. But this hand will not be very far from what partner plays you for. Most of the times that 4♠ makes (or 6♠ makes) partner will bid it. When partner passes 3♠, you expect to win more than you lose.
The problem is that most of us open 3♠ with much worse hands than this one at NV. For this reason, if we do open 3♠ on this hand partner will often pass with hands that make game (or bid 4♠ with hands that make slam). So we have to bid the game in order to protect our score. There is some risk in this obviously, but it also puts more pressure on the opponents.

White/red I like 4S a lot, we might miss a slam but we put tons of pressure on them.
I do not think it is wrong to say that white/white anything but 4S or 1S is a joke even if you would open 3S red/white though. I would say that anything but 3S or 1S is a joke if it were red/white.
