2♠ will be a 1 card lie about spades, 3♣ also 1 card lie about ♣, one of them keeps me at 2 level (at least for now) but club suit is at least 5-2 while spades can be 5-1 or 5-0. But with stiff or void in my suit pd must have a good reason to bid. I wish i had a partnership agreement that allows natural 2♦ bid for this hand, but it would be an agrement that aims small target.
Overall i like 3♣ the most among my available options.

What makes this a weak overcall? Say the overcall range is 6-16. Does 13 not sound towards the upper end? What would partner have bid with xx/AKxx/x/AKQxx? Not good enough spades for a cue bid or jump shift; no stopper for 3NT; pass is just not an option here. I suppose you probably play some system where a cue bid is strength-showing rather than an UCB. Trouble is your partner probably isn't.

Freeing other bids to NOT FORCE -- EG. 2C here.
Yup, a maximum (over-the-max to me) 2C might find 3NT.
Do you expect max for partner's bids?
I do not.
