With a totally topless suit, I settle for 3, but 4 may work well.

VUL @ IMPs both opps and partner are likely to try to reach game.

So I'll bid 4.

My first thought was 3, but I guess 4 could be the winning bid.

4, I'll use the hog's reasoning if I have to explain it to someone. Although we rate to be going for a fairly large number, often the opponents will be forced to guess, and will guess wrong.

I suspect 4S gets opponents to Key-ask and guess which suit.
Good enough.
Down 4? Nah! Well, maybe.

I have no idea what is right.

However I feel that there is a major partnership issue if you bid 4 and your partnership has standards or expectations that this is rule of two (or whatever your standards might be).

If partner takes any action after you bid 4 you can be fairly sure that she will be disappointed in your hand.

I think 4 is the right amount of risk/"make opps guess" level. 3 is a "bawk bawk" bid IMO as with Ax and trash held by partner you are a favorite to make 3

Partner is a big underdog to have Ax

You're not happy with (1)-4-(5)-X? I would be.

Even if partner raises as a sacrifice, our 9 trumps mean we are probably going down less than she expects (assuming there is some spade support opposite when she raises).

If partner is expected me to have a couple of defensive tricks for my preempt, agree about the partnership issue.

If partner doubles with a shortage, she may be disappointed that opponents have no loser.
