I like a style of invites where all 13's are auto 3nt's so I bid it.
This is quite nice 13 so it should be 3nt opposite more aggro invites anyway.

If this is meant to be a balanced invite rather than GF, then 3NT at any vul or scoring. If it's GF, then 3 to show something more about my hand.

Oh, I forgot that 2NT could be forcing.
I think we shall show shortness or 5-4's though in that case (depending on agreements) and as we have balanced hand in minimum range I would bid 3NT anyway.

I don't think it pays much to change tendencies in this sequence w.r.t. scoring or vulnerability. You accept with a non-minimum and reject with a minimum. This one has 13 so it's an accept.

I don't automatically plow it into game with 13 opposite 11 without an apparent trick source. But, here we have some useful intermediates, and the hand has good texture. The IMP scale is offering me 6:5 so game it is.

This is a good 13. I would expect to pass an invite on about 40% of 13 HCP hands but definitely not this one. Kaplan/Rubens says 13.85:

Doesn't part of this depends on your NT range. Playing a 14-16 NT this has to be an auto accept (how much of a better hand could you actually have and not have opened 1NT?) and playing 15-17 it's less clear cut (I'd still accept, but I'm quite aggressive and this has the added benefit of partner playing it).
