Personally I would regard the "taking blatant advantage of UI" to be the unsporting behaviour.

An amazing number of replies that do not answer the question!

Is it legal to appeal solely to get a PP applied to the opponents? Yes, of course. You disagree with a ruling at your table you have a legal right to appeal it.

Is it ethical to appeal in such circumstances? Of course: you disagree with a ruling, of course it is ethical to appeal it.
