Is it legal to appeal solely to get a PP applied to the opponents? Yes, of course. You disagree with a ruling at your table you have a legal right to appeal it.

Is it ethical to appeal in such circumstances? Of course: you disagree with a ruling, of course it is ethical to appeal it.
