I think bidding is really terrible here. This will surely give them 500+ and I dont have the slightest idea if they can make 3N. Even if they run to 5♣ partner will surely double thinking I have my bid which will not be any success.
Only reason I could think for bidding 4♥ is (assuming I dont like partner) to convince him that I am lunatic so that he can leave me alone.

If you want to bid anything at all, then Dbl and hope to defeat the contract. There's a serious chance to this, because partner may hold a ♣ stopper. There are no words to describe a 4♥ bid though, that's completely insane.

i carefully lay the heart 5 on the table no matter 4th or 3/5 leads==
my idea is to make certain declarer knows i have heart length and
that is is dangerous to take any finesses (which will all work). I do
not want to lead the heat 7 since there is entriely too much chance
p will read that as top of nothing or 2nd from 4 small.
3N may be a very normal contract and there is little reason to go out
on a limb when we have a good tactical lead to make that might gather
a ton of MP for us. Do not consider X when the opps might easily make
5 that is Las Vegas stuff and usually a TUMS moment for your partner.
4h is probably going down some and is a much better gamble than x. We
know from the bidding partner has something over there but not what. Bidding
4h is also Las Vegas. If you did not have a decent tactical lead 4h would look
better but we still have a chance to collect too many MP just by leading a
low heart and keeping declarer from taking finesses for overtricks.
