Is the 2NT in this bidding sequence [2♣ - 2♦ - 2NT] always treated the same as a 2NT open. So if responder answers 3♣ it's staymen?

It's normal to play exactly the same system over 2♣-2♦-2N as you do over an opening 2N, so if you play Stayman over 2N then it's the same over this.
