Came up because a hand was opened 1S in first seat which satisfies Rule of 18 but not Rule of 19.

No, there is no default. It is for clubs to make their own decisions, either to follow one of the Levels, to vary one of them in some way, or to make their own regulations entirely. Unfortunately many clubs don't do this until they encounter a problem that highlights their lack of regulation. I think it's a good idea for clubs to adopt one of the Levels and say that the White Book regulations apply unless the club has a different regulation to cover the situation.

Thanks Tim. I think Charles Goren must be turning in his grave to think that the gentlefolk of this lovely country have now adopted the Rule of 18 in their bridge clubs. Whatever next?

So mini Notrumo is not allowed? I am surprised.
In general, clubs will are pretty permissive if you ask in advance. Some clubs may require advance posting and perhaps a suggested defence if you are playing eg forcing pass or transfer openings.
