inconsistent raising ranges

This hand isn't particularly egregious and is a marginal decision, so probably not so important, but it was a little annoying since I lost the board:



So here East decides against raising to 3H and game is missed.

But at my table, where I chose 1s instead of 1nt, East DOES raise to 3H and they find game.

Is there a good rationale that East is stronger if South bids 1S rather than 1nt?

Interestingly, over 1nt, 2H is defined as 13-18 total points rebiddable hearts, and the raise is 8-10 total points 3+H.
Over 1s, 2H is 10+ total points 5+ H (so slightly weaker?) and the raise is 7-9 total points so maybe that's why it raises.

A little weird IMO, should need less to raise over the stronger call rather than the weaker? And maybe should be stronger to overcall when 1s unlimited than over 1nt rather than the other way?

The 1N bid suggests that hearts are breaking so, all else being equal, East should be more inclined to raise. I suppose one could argue that West doesn't need quite as strong a hand to venture 2 over a 1N bid since it limits South's high card count (therefore putting more in partner's hand on average). This seems to contradict GIB's given ranges for the two situations. The idea of bidding 2H in either of these situations with a five card suit seems crazy to me. It had better be a decent six card suit, 9 times out of 10.
