Robot pulls penalty double I doubled RHO insisting clubs 4 times!

RHO bid ♣ 4 times! They were obviously in a misfit so I thought they would go down, but my partner pulled my penalty double, causing us to get a 0!

Who says your double of 4♣ is a penalty double??? The description of double says "2+♣; 16- total points". That doesn't sound like a penalty double to me.
