I play that if Y>X then 4NT is blackwood, if Y<X then 4NT is blackwood, if Y=X then 4NT is blackwood (actually RKCB in all 3)

I am sure this is suboptimum, but looking at all the messy rules I am reading here I am starting to think my methods are very practical.

You don't need more than 3 hours of college mathematics to understand the difference between X>Y and Y>X. (Or was it 30 hours, too long ago...)
Please note: I am interested in boring, bog standard, 2/1.

Over 20 hours, I believe.

I think optimal is for 1C - (4D/H) - 4NT to be a slam try in clubs, bid 5C with min or give keycard responses from 5D with max. After a 4S overcall I would treat 4NT as initially take-out but could also be a slam try (ie 1H - (4S) - 4NT - 5m - 5H = slam try in hearts). Similarly 1D - (4H) to show diamonds + longer clubs or some slam try is logical. Where the overcall is in a lower suit then it seems clear 4NT should be RKCB.

So my rules seem to be:-
X > Y => 4NT is RKCB
Y = S => 4NT is take-out (double of 4S is general values)
X = C and Y <> S => 4NT is slam try for clubs (double of 4D/4H is for take-out)
X = D and Y = H => 4NT = minors (double is take-out, so to make a slam try in diamonds first bid 4NT then convert 5C to 5D)

This is more complicated than either of the other rules but seems to follow logically from an overarching rule that doubles are negative to 4H, and value-showing from 4S.
